Adult Family Living (AFL) Program
Get Paid to Care for the Family Member You Already Love
Many Connecticut families are already caring for an aging parent, grandparent, or loved one at home. You're doing the work—why not get supported for it? The
Adult Family Living Program through Beta Care Services CT helps family caregivers receive financial compensation, professional training, and ongoing support while providing care to someone they love. Since 2004, we've helped Connecticut families navigate this program and access the resources they deserve.
Your dedication to your loved one matters, and this program helps make sure you're not doing it alone.
Everything the AFL Program Provides for Caregivers and Care Recipients
The Adult Family Living Program offers a complete support system for both the caregiver and the person receiving care. Here's what's included:
- Tax-free financial stipend paid to caregivers based on the level of care needed, providing meaningful compensation for the essential work you're already doing every day.
- Professional caregiver training that equips you with the knowledge and skills to provide safe, effective care while meeting all program requirements and standards.
- Ongoing case management and oversight from our team to ensure care quality, address challenges as they arise, and maintain compliance with program guidelines.
- Personal care assistance support for tasks like bathing, dressing, grooming, mobility, and other activities of daily living that your loved one needs help with.
- Coordination with healthcare providers to align daily care with medical recommendations and ensure your loved one's health needs are being properly addressed.
- Emotional and social support resources because caregiving affects the whole family, and both caregivers and care recipients deserve access to encouragement and guidance.

Receive Care from Someone Who Truly Knows You
Facilities and hired caregivers can provide competent care, but they'll never know your mother's favorite tea or understand why your father gets anxious on rainy days.
Family caregivers bring something irreplaceable—a lifetime of shared history, trust, and genuine love. The Adult Family Living Program recognizes this and supports you in providing care that's deeply personal. Your loved one stays in a familiar environment with someone who understands their preferences, fears, and joys. That kind of care simply can't be replicated by someone new.
Financial Compensation That Recognizes Your Work
Many family caregivers reduce their work hours or leave jobs entirely to care for aging parents. The financial strain can be significant. Through the AFL Program, eligible caregivers receive a
tax-free stipend based on the level of care their loved one requires. This isn't charity—it's recognition that what you're doing has real value. The compensation helps offset lost income and acknowledges that family caregiving is skilled, demanding work.
You shouldn't have to choose between your financial stability and caring for someone you love.
Professional Training and Support Make You a Better Caregiver
Caring for an aging loved one often involves situations you've never faced before. How do you safely help someone transfer from bed to wheelchair? What should you watch for that might indicate a health change? The AFL Program provides
ongoing professional training so you can handle these challenges with confidence. Our team offers regular support and oversight, giving you access to expertise whenever questions arise. You'll feel more prepared, more capable, and less alone in your caregiving journey.
Your Questions About Our Adult Family Living Program Answered
Who qualifies for the Adult Family Living Program?
Care recipients must be eligible for the Connecticut Home Care Program for Elders (CHCPE) or the Personal Care Assistance (PCA) Waiver. Generally, this means being 65 or older (or having a disability), needing help with daily activities, and meeting income requirements set by the state.
Can any family member become a paid caregiver through this program?
In most cases, yes. Family members, friends, or trusted individuals who live with or move in with the care recipient can serve as the primary caregiver. Certain restrictions may apply, so we recommend discussing your specific situation with our team.
How much compensation do caregivers receive?
Compensation is provided as a tax-free stipend based on the care recipient's assessed level of need. The amount varies depending on the complexity and intensity of care required. Our team can help you understand what to expect.
What kind of training is required for caregivers?
Caregivers receive professional training to ensure they can provide safe, quality care. This includes instruction on personal care tasks, health monitoring, and program requirements. Beta Care Services CT provides this training as part of our role as an approved provider.
Does my loved one have to move into my home?
Not necessarily. The program allows flexibility—either the caregiver moves into the care recipient's home, or the care recipient moves into the caregiver's home. The key requirement is that you live together and provide ongoing care.
What's the difference between AFL and hiring a home care agency?
With AFL, you are the caregiver—compensated and supported for providing care to your own family member. A home care agency sends employees to provide care. AFL keeps care within the family while still providing professional backing.
How do I apply for the Adult Family Living Program?
Start by contacting Beta Care Services CT. We'll help determine eligibility, explain the process, and guide you through enrollment. The program involves coordination with the Connecticut Department of Social Services, and we handle much of that complexity for you.
Who is eligible for Individualized Day Support services?
IDS is available to individuals enrolled in a Connecticut DDS waiver program, including the Comprehensive Supports, Individual and Family Supports, or Employment and Day Supports waivers. Your DDS case manager can help determine whether IDS is appropriate for your Individual Plan.
Where do IDS activities take place?
IDS is a community-based service. Activities happen throughout your local area—at parks, libraries, stores, volunteer sites, recreational facilities, and other real-world community settings, not in a facility or center.
How is IDS different from Group Day programs?
Group Day programs typically involve structured activities with multiple participants in a facility setting. IDS is highly individualized and takes place in the community, with programming designed specifically around your personal interests, goals, and preferences.
Can IDS help prepare someone for employment?
Yes. IDS often includes vocational exploration and skill-building activities that can serve as a foundation for future employment. For individuals interested in working, IDS can be a stepping stone toward supported employment services.
How many hours of IDS can someone receive?
The number of hours depends on your Level of Need assessment and your Individual Plan. Your case manager works with you to determine appropriate service levels based on your goals and allocated funding.
Can IDS be combined with other services?
Absolutely. Many individuals combine IDS with other waiver services such as Individual Home Support, Respite, or Companion Services. Your support team can help you create a comprehensive service package that meets all your needs.
How do I get started with Individualized Day Support?
Talk with your DDS case manager about including IDS in your Individual Plan. Once approved, Beta Care Services CT can work with you to design programming that reflects your interests and goals. Call us to learn more about the process.
